Exchanging a UK driving licence in Spain

Since March 2023 you can exchange without sitting a test. The catch is a six-month clock that starts when you become resident, not when you get round to it.

The current position

Spain and the UK signed an agreement on 15 March 2023 on reciprocal recognition and exchange of driving licences, applied provisionally from 16 March 2023 and published in the BOE.

Under it, a holder of a valid licence issued by either country can apply to exchange it for the equivalent in the country where they have taken up residence, and — this is the part that matters — the exchange is "not subject to any additional practical or theory test requirement", following the category equivalence tables in Annex I of the agreement.

If you have read otherwise, you have probably found something written between Brexit and March 2023, when exchange genuinely was not possible and a lot of residents were stranded. Much of that material is still online.

The six-month clock

You may drive on your UK licence for six months. What that runs from depends on when you arrived:

  • Holders already resident in Spain on 16 March 2023 got six months from that date.
  • Anyone entering Spain or becoming resident after that keeps the six months, but it runs from the date of entry or from the date residency was obtained.

So the clock is tied to your residency, not to any application. Six months after becoming resident your UK licence stops being valid for driving in Spain, whether or not you have started the exchange. That is the failure people do not notice until an insurer or a traffic stop notices for them.

What the Jefatura wants

Per DGT, the exchange application needs:

  • Identity — a valid original: DNI, TIE, or passport.
  • Proof of residence — DNI, TIE, or the EU citizen registration certificate, plus anything else the particular Jefatura asks for.
  • Your valid, in-force UK licence.

A medical examination at a centro de reconocimiento de conductores is part of the Spanish licensing process. Book the cita previa with the Jefatura Provincial de Tráfico through DGT's Sede Electrónica.

What we are not reproducing

The category equivalence table. Which Spanish categories your UK entitlements map to is set out in Annex I of the agreement, and a mistake here could put someone behind the wheel of something they are not licensed for. Read the annex in the BOE text, or have the Jefatura confirm your categories.

Note too that this guide is about UK licences. EU and EEA licences follow different rules, and other non-EU countries depend on whether Spain has an agreement with them at all.

Who can do this for you

Gestorías that specialise in DGT work handle exchanges routinely, including booking the cita and the medical. It is one of the cheaper things to delegate and one of the more irritating to do yourself.
